HOUSE CONCURRENT RESOLUTION NO. 23

BY REPRESENTATIVES ORTEGO, BARRAS, BERTHELOT, CHAMPAGNE, GISCLAIR, GUILLORY, HARRISON, HUVAL, JOHNSON, JONES, LEBAS, MONTOUCET, SCHEXNAYDER, AND WHITNEY A CONCURRENT RESOLUTION

To authorize and direct creation of the Uniform Bilingual Signage and Map Task Force;

To provide for membership, powers, and duties of the task force;

To provide for a report of its business; and to provide for related matters.

WHEREAS, the heritage of Louisiana's French-speaking people is one of the treasures of the unique and distinctive culture and lifestyle that originated in and have flourished in the southern region of our state; and

WHEREAS, there are approximately one quarter of a million French-speaking citizens and a million residents of French-language heritage in Louisiana, and millions of dollars are spent annually in our state by French-speaking visitors; and

WHEREAS, providing an official state map in the French language and uniform bilingual highway signage would encourage the preservation of south Louisiana's French cultural heritage and would provide important services to French-speaking residents and visitors alike.

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby authorize and direct the creation of the Uniform Bilingual Signage and Map Task Force.

BE IT FURTHER RESOLVED that the task force shall be authorized and directed to study, evaluate, analyze, and review all aspects of the feasibility of creating and producing an official state map of locally recognized names as used by native born Louisianians, including those of Franco-American, Anglo-Celt, Afro-Americans, and Native American descent for the use of the general public, tourists, and scholars.

BE IT FURTHER RESOLVED that the Uniform Bilingual Signage and Map Task Force is hereby created. The membership of the task force shall be as follows:

(1) The secretary of the Department of Transportation and Development or his designee.

(2) A member of the House of Representatives appointed by the speaker of the House of Representatives.

(3) A member of the Senate appointed by the president of the Senate.

(4) The lieutenant governor or his designee.

(5) Seven people appointed by the Council for the Development of French in Louisiana (CODOFIL).

(6) One member representing each of the metropolitan planning organizations in the state, to be selected by each of the respective organizations.

BE IT FURTHER RESOLVED that the terms of the members shall commence on August 1, 2012, and shall terminate on March 1, 2013.

BE IT FURTHER RESOLVED that the initial meeting of the task force shall be convened no later than August 1, 2012, by the secretary of the Department of Transportation and Development. At such initial meeting, the members of the task force shall select from among its membership a chair and such other officers as it deems necessary. The task force shall provide for the manner and frequency of meetings that will be conducted and for all other ancillary administrative matters which must be determined in order to function as a task force.

BE IT FURTHER RESOLVED that the members of the task force shall serve at the pleasure of the appointing authority, and vacancies shall be filled in the same manner as the original appointment. Task force members shall not receive compensation or a per diem for serving on the task force; however, legislative members of the task force shall receive the same per diem and travel allowance as is normally provided for meetings of legislative committees, payable out of funds appropriated for expenses of the legislature.

BE IT FURTHER RESOLVED that the task force shall be authorized and directed to study, evaluate, analyze, and review all aspects of the feasibility of creating and producing an official state map in the French language and uniform bilingual highway signage, including but not limited to safety issues, ease of direction, tourism aid, potential sources of revenue for the production of such maps and bilingual signage, and for the future maintenance of such maps and signage.

BE IT FURTHER RESOLVED that the Uniform Bilingual Signage and Map Task Force shall submit a written report of its findings and recommendations to the House and Senate committees on transportation, highways, and public works no later than March 1, 2013, and such task force shall officially terminate upon submission of the report.

BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the secretary of the Department of Transportation and Development, the speaker of the House of Representatives, the president of the Senate, the lieutenant governor, and the Council for the Development of French in Louisiana (CODOFIL).

PAR LES REPRÉSENTANTS ORTEGO, BARRAS, BERTHELOT, CHAMPAGNE, GISCLAIR, GUILLORY, HARRISON, HUVAL, JOHNSON, JONES, LEBAS, MONTOUCET, SCHEXNAYDER ET WHITNEY, LA RÉSOLUTION CONCOMITANTE SUIVANTE

Pour autoriser et ordonner la création d'une carte et d'un groupe de travail sur la signalisation bilingue uniforme;

Pour prévoir la formation, les pouvoirs et les fonctions du groupe de travail;

Pour fournir un rapport de ses activités et proposer des mesures connexes.

ATTENDU QUE le patrimoine des locuteurs francophones de la Louisiane constitue l'un des trésors de la culture unique et distinctive, et d'un mode de vie qui a pris naissance et s'est épanoui dans la région sud de notre État; et

ATTENDU QU'il y a approximativement un quart de million de citoyens francophones et un million de résidents d'origine francophone en Louisiane et que des millions de dollars sont dépensés chaque année dans notre État par des visiteurs de langue française; et

ATTENDU QU'en fournissant une carte officielle de l'État en français et une signalisation routière uniforme et bilingue servirait à encourager la préservation du patrimoine culturel français du sud de la Louisiane et offrirait  des services importants aux résidents et aux visiteurs francophones; et  à la langue française résidents et les visiteurs.

EN CONSÉQUENCE, IL EST RÉSOLU que la législature de la Louisiane par les présentes autorise et ordonne la formation d'un groupe de travail sur la signalisation bilingue uniforme et la création une carte.

IL EST EN OUTRE RÉSOLU que le groupe de travail doit être autorisé et chargé d'étudier, d'évaluer, d'analyser et d'examiner tous les aspects de la faisabilité de la création et de la production d'une carte officielle de l'État des noms reconnus localement comme ceux utilisés par les habitants nés en Louisiane, y compris les Franco-Américains, les Anglo-Saxons, les Afro-Américains et les Amérindiens et destinés à l'usage du public en général, les touristes et les chercheurs.

IL EST ÉGALEMENT RÉSOLU que le groupe de travail sur la signalisation bilingue uniforme et une carte soit créée. Le groupe de travail doit être formé de la façon suivante :

(1) Du secrétaire du département des Transports et du Développement ou de son représentant.

(2) D'un membre de la Chambre des représentants, désigné par le président de la Chambre des représentants.

(3) D'un membre du Sénat désigné par le président du Sénat.

(4) Du lieutenant-gouverneur ou de son représentant.

(5) De sept personnes désignées par le Conseil pour le développement du français en Louisiane (CODOFIL).

(6) D'un membre représentant chacune des organisations métropolitaines de planification de l'État, qui sera choisi par chacune des organisations respectives.

IL EST ÉGALEMENT RÉSOLU que le mandat des membres commence le 1^er août 2012 et se termine le 1^er mars 2013.

IL EST ÉGALEMENT RÉSOLU que la première réunion du groupe de travail soit convoquée au plus tard le 1er août 2012 par le secrétaire du département des Transports et du Développement. Lors de cette première réunion, les membres du groupe de travail doivent choisir parmi eux un président et tout autre dirigeant qu'ils jugent nécessaire. Le groupe de travail doit prévoir les modalités et la fréquence des réunions qui se dérouleront et toutes les autres questions administratives accessoires qui doivent être déterminées de manière afin de fonctionner comme groupe de travail.

IL EST ÉGALEMENT RÉSOLU que les membres du groupe de travail doivent servir à la satisfaction des autorités investies du pouvoir, et les postes vacants sont doivent être pourvus de la même manière que la nomination initiale. Les membres du groupe ne doivent pas recevoir une rémunération ou une indemnité sur une base quotidienne pour siéger au groupe de travail; mais les membres législatifs du groupe de travail doivent recevoir la même indemnité par jour et la même allocation de déplacement qui sont normalement prévues pour les réunions des comités législatifs, acquittables sur les fonds alloués pour les dépenses de l'Assemblée législative.

IL EST ÉGALEMENT RÉSOLU que le groupe de travail soit autorisé et chargé d'étudier, d'évaluer, d'analyser et d'examiner tous les aspects de la faisabilité de la création et de la production d'une carte officielle de l'État en français et d'une signalisation routière bilingue uniforme, y compris, mais sans s'y limiter, les questions de sécurité, la facilité d'orientation, l'aide au tourisme, les sources potentielles de revenus pour la production de ces cartes et la signalisation bilingue, ainsi que pour l'entretien futur de ces cartes et de la signalisation.

IL EST ÉGALEMENT RÉSOLU que le groupe de travail sur la carte et la signalisation bilingue uniforme doit présenter un rapport écrit de ses conclusions et de ses recommandations à la Chambre et au Sénat relativement au transport, aux routes et aux travaux publics au plus tard le 1^er mars 2013, et le mandat dudit groupe de travail doit être officiellement terminé lors de la présentation du rapport.

IL EST ÉGALEMENT RÉSOLU qu'un exemplaire de cette résolution soit transmis au secrétaire du département des Transports et du Développement, au président de la Chambre des représentants, au président du Sénat, au lieutenant-gouverneur et au Conseil pour le développement du français en Louisiane (CODOFIL).
