ANDHRA PRADESH OFFICIAL LANGUAGE
(AMENDMENT) ACT, 1989.
5th October, 1989.

An Act to amend the Andhra Pradesh Official Language Act, 1966.

BE it enacted by the Legislative Assembly of the state of Andhra Pradesh in the Fortieth Year of the Republic of India as follows:

Section 1.

Short title

This Act may be called the Andhra Pradesh Official Language (Amendment) Act , 1989.

Section 2

Amendment of Section 3, Act 9 of 1966

In the Andhra Pradesh Official Language Act, 1966 (hereinafter referred to as the principal Act), in section 3, in sub-section (2), -

(a) after clause (ii), the following clause shall be inserted, namely:-

"(iii) in all correspondance between the State Government and any Corporation or Company owned or controlled, by the State Government or any office thereof and in all orders, proceedings, bye-laws and regulations issued by such Corporation or Company".

(b) in the proviso, for the expression "clauses (i) and (ii)", the expression "clauses (i), (ii), and (iii)" shall be substituted.

Section 3.

Amendment of Section 6

In section 6 of the principal Act in subsection (1), after clause (ii), the following shall be inserted, namely:-

or

(iii) in respect of clause (iii) of subsection (2) of section 3 of any order, proceeding, bye-law or regulation issued by any Corporation or Company owned or controlled by the State Government or any office thereof.".

QU'il soit adopté par l'Assemblée législative de l'État d'Andhra Pradesh, dans la quarantième année de la République de l'Inde ce qui suit:

Article 1^er

Titre abrégé

La présente loi peut être désignée comme la Loi modifiant la Loi sur la langue officielle de l'Andhra Pradesh de 1989.

Article 2

Modification de l'article 3 de la loi 9 de 1966

Dans l'Andhra Pradesh, la Loi sur la langue officielle de 1966 (ci-après appelée la "loi principale"), à l'article 3 du paragraphe 2:

(a) après la clause (ii), l'alinéa suivant est inséré, à savoir:

"(iii) dans toute correspondance entre le gouvernement de l'État et une société ou une entreprise détenue ou contrôlée par le gouvernement de l'État ou de n'importe quel bureau et dans les ordonnances, procédures, décrets et règlements émis par ces corporations ou compagnies».

(b) dans le texte, l'expression «clauses (i) et (ii) » doit être remplacé par l'expression «clauses (i), (ii) et (iii)".

Article 3

Amendement de l'article 6

À l'article 6 de la loi principale au paragraphe 1, après l'alinéa (ii), le texte suivant est inséré, à savoir:

ou

(iii) dans le respect de la clause (iii) du paragraphe 2 de l'article 3 d'une ordonnance, d'une procédure, d'un décret, ou d'un règlement émis par une société ou un compagnie détenue ou contrôlée par le gouvernement de l'État ou de n'importe quel bureau de celui-ci.».

AN ACT FURTHER TO AMEND THE ANDHRA PRADESH OFFICIAL LANGUAGE ACT, 1966.

Be it enacted by the Legislative Assembly of the State of Andhra Pradesh in the Forty-seventh Year of the Republic of India, as follows:-

Section 1.

Short title and commencement.

1) This Act may be called the Andhra Pradesh Official Language (Amendment) Act, 1996.

2) It shall come into force on such date as the State Government may by notification in the Andhra Pradesh Gazette appoint.

Section 2.

Amendment of Long Title Act of 1966

In the Andhra Pradesh Official Language Act, 1966 (hereinafter referred to as the principal Act) in the long title, for the words "the Telugu
language as the language", the words "the Telugu and Urdu languages as the Languages" shall be substituted.

Section 3.

Amendment of Section 1.

In section 1 of the principal Act, in in sub-section (1), for the words "Official Language", the words "Official Languages" shall be substituted.

Section 4.

Substitution of new section for section 2.

For section 2 of the principal Act, the following shall be substituted, namely:

"Official Languages of the State.

2. The Telugu Language shall be the Official Language in the whole of the State of Andhra Pradesh:

Provided that the Urdu Language shall be the Second Official Language in the Districts of Ananthapur, Cuddapah, Guntur, Hyderabad, Kurnool, Medak, Nizamabad and Ranga Reddi.".

Section 5.

Amendment of section 3.

In section 3 of the principal Act,

(1) in sub-section (1) for the words "Telugu Language" the words "Telugu and Urdu languages" shall be substituted.

(2) in sub-section (2),

(i) in the opening paragraph for the words "The Language", the words "The Languages" shall be substituted;

(ii) in the paragraph, after item (iii), for the words "Telugu Language" the words "Telugu and Urdu Languages" shall be substituted;

(3) in the marginal heading for the word "Telugu", the words "Telugu and Urdu" shall be substituted.

Section 6.

Amendment of section 5.

In section 5 of the principal Act, -

(1) in sub-section (1) :

(i) for the words "Official Language", the words "Official Languages" shall be substituted;

(ii) after the words "for other members" the words "of whom one shall be proficient in Urdu language" shall be inserted;

(2) in sub-section (2), for the words "Telugu Language" occuring at three places, the words "Telugu and Urdu Languages" shall be substituted; and

(3) in the marginal heading for the words "Official Language", the words "Official Languages " shall be substituted.

Section 7.

Amendment of section 6.

In section 6 of the principal Act,

(1) in sub-section (1) for the words "Telugu Language" occuring at two places, the words "Telugu and Urdu languages" shall be substituted.

(2) in sub-section (2), for the words "Telugu Language" occuring at two places, the words "Telugu and Urdu languages" shall be substituted.

QU'il soit adopté par l'Assemblée législative de l'État d'Andhra Pradesh dans la quarante-septième année de la République de l'Inde, ce qui suit:

Article 1^er

Titre abrégé et entrée en vigueur

1) La présente loi peut être désignée comme la Loi modifiant la Loi sur la langue officielle de l'Andhra Pradesh de 1996.

2) Elle entre en vigueur à la date que le gouvernement peut décider par avis dans le Journal officiel de l'Andhra Pradesh.

Article 2

Modification du titre long de la loi de 1966

Dans la Loi sur la langue officielle de l'Andhra Pradesh de 1966 (ci-après appelée la "loi principale"), dans le titre long, les mots «le télougou
comme langue», doivent être remplacés par les mots "le télougou et l'ourdou comme langues".

Article 3

Modification de l'article 1^er

À l'article 1^er de la loi principale, au paragraphe 1, les mots «langue officielle» sont remplacés par les mots «langues officielles».

Article 4

Substitution d'un nouvel article pour l'article 2

À l'article 2 de la loi principale, le texte doit être remplacé par le suivant, à savoir :

«Langues officielles de l'État.

2. La langue télougou doit être la langue officielle dans l'ensemble de l'État d'Andhra Pradesh :

À la condition que la langue ourdou soit la seconde langue officielle dans les districts de Ananthapur, Cuddapah, Guntur, Hyderabad, Kurnool, Medak, Nizamabad et Ranga Reddi.».

Article 5

Modification de l'article 3

À l'article 3 de la loi principale,

(1) dans le paragraphe 1, les mots «langue télougou» sont remplacés par les mots «langues télougou et ourdou».

(2) dans le paragraphe 2,

(i) au premier alinéa, les mots «la langue» sont remplacés par les mots «les langues»;

(ii) dans le paragraphe, après le point (iii), les mots «langue télougou» sont remplacés par les mots «les langues télougou et ourdou»;

(3) dans l'en-tête de la marge, le mot «télougou» est remplacé par les mots «télougou et ourdou».

Article 6

Modification de l'article 5

À l'article 5 de la loi principale:

(1) Au paragraphe 1 :

(i) les mots «langue officielle» sont remplacés par les mots «langues officielles»;

(ii) après les mots «pour les autres membres», sont insérés les mots «dont l'un doit maîtriser la langue ourdou»;

(2) Au paragraphe 2, les mots «langue télougou» apparaissant à trois endroits sont remplacés par les mots «langue télougou et ourdou» ; et

(3) Dans l'en-tête de la marge, les mots «langue officielle», sont remplacés par les mots «langues officielles».

Article 7

Modification de l'article 6

À l'article 6 de la loi principale,

(1) au paragraphe 1, les mots «langue télougou» apparaissant à deux endroits doivent être remplacés par les mots «langues télougou et ourdou».

(2) au paragraphe 2, les mots «langue télougou» apparaissant à deux endroits doivent être remplacés par les mots «langues télougou et ourdou».
